At national level social partners participate in particular in the formation and commenting of proposals of legal standards, governmental documents and conceptions of development and financing in education through the Council of Economic and Social Agreement. The “Workgroup for Education and Human Resources” focuses on the issue of education in the Council.
At regional level social partners participate in regional councils of economic and social agreement and in councils for human resource development. They participate in particular on the assessment of proposals of optimization of the school network and changes of field structures within the offer of vocational education and training. The situation varies in the individual regions.
At sectoral level cooperation with social partners focuses in particular on the quality of provided vocational education, i.e. the level of graduates of fields of education who participate in the relevant field of production and social practice. Their representatives in particular participate in the preparation of conceptual materials for the preparation of professionals for qualified performance of the relevant activities.
At enterprise level there are examples of good cooperation with schools, in particular if a company directly employs graduates and is interested in a high quality of practical preparation. Enterprises have the most up-to-date technologies while some schools may have problems with the material aspects of a high quality of education.
The importance of the inclusion of social partners in the influencing of objectives and content of vocational education is also stressed by the fact that social partnership is mentioned as one of the main strategic directions in the Strategy of Lifelong Learning of the Czech Republic.
