5. Sector councils

Sector councils - newly created sector-oriented structures, composed of experts nominated by employers and their organizations in cooperation with the "central administrative offices“

 

The model of sector councils has been inspired by foreign experience. The sector councils work as representatives of employers' organizations, oriented to the promotion of technical and economic-policy requirements in the field of human resource development

 

Initiative of the sector councils: the creation of The national qualifications framework (Národní soustava kvalifikací) and The national systems of profession (information only in Czech Národní soustava povolání).

 

The development of sector councils was enabled by a public contract implemented under the auspices of the Ministry of Labor and Social Affairs.

The conducted analysis show that the designated and implemented model works very well. It is positively perceived by the relevant partners and professional community (including ministries and other governmental organizations.

The key importance has a fact that the sector council is able to operate after the end of the contract. The systemic support for sustainability and further expansion of the model is enabled by its implementation in to the lifelong learning strategy of the Czech republic.

 

Activity under the public contract was governed by Coordinating Board with the representation of executives of employers' organizations - the Association of Industry and Transport of the Czech Republic (https://www.spcr.cz/en), the Czech Chamber of Commerce (https://www.komoracz.eu/) - and representatives of the National Institute of Vocational Education.

 

Besides the lifelong learning strategy, the sector councils are strongly related with employment policy.  

 

The main strategic objectives of sector councils are: 

  • to become a respected source of information on trends in sector development, labor market and needs of sectoral employers     
  • to set up rules for a smooth existence and communication of systems providing the basic information in the VET field and to provide optimal operation of these systems
  • to by e key actor in the process of  an environment for development of employees and to promote innovation trends in qualification context and in co-operation of all VET providers
