From 2008, the EU member states are conducting so-called referencing processes in order to refer all qualifications in the specific countries to the eight levels of the common European Qualifications Framework.

The process applied for the referencing of national qualifications levels to the eight levels of the European Qualifications Framework is conditioned by fulfilment of ten criteria and procedures approved by the EQF Advisory Group.
